E-liquid Tax 2025: Impact on vapers and the French market.

The world of vaping in France is about to undergo a major upheaval. In March 2025, a new tax on e-liquids will come into effect, following a recently tabled amendment to the Finance Bill. This highly anticipated measure is generating strong reactions from both consumers and industry players. At Hexovape, we decided to take stock of this tax and its potential impact on vapers.

A tax of €0.15 per milliliter: what you need to know

From March 1, 2025 , all liquids intended for vaporization, whether or not they contain nicotine, will be subject to a new excise tax. The amount of this tax will be €0.15 per milliliter, thus affecting all bottle sizes available on the market. Concretely, for a 10 ml bottle , the additional cost will be €1.5, while larger formats, such as 100 ml , will see their price increase by €15.

A significant price increase for vapers

This new tax will lead to a price increase of approximately 38% on certain vaping products, which could be a deterrent for many users. According to the Interprofessional Federation of Vape (FIVAPE), this measure could make vaping less accessible, particularly for low-income smokers who use e-cigarettes as a cessation tool.

DIY (Do It Yourself) enthusiasts, who make their own e-liquids, will also be significantly impacted. For example, a liter of neutral base , essential for home-made e-liquids, could cost up to €150 more. This increase could discourage users and hamper innovation in the sector.

A market under pressure

The French vaping sector, largely dominated by small and medium-sized businesses, is particularly affected by this measure. With nearly 85% of the market held by independent players, this tax risks weakening an industry already subject to numerous regulations. In addition, some professionals fear a drop in demand, similar to that observed in other European countries that have adopted similar policies, such as Italy, where the vaping market has seen a 30% drop in sales.

What are the impacts on public health?

One of the main arguments put forward by critics of this tax is its potential negative impact on public health. Vaping has been recognized by several studies as a much less harmful alternative to smoked tobacco, helping to reduce the risks associated with smoking. By making e-liquids more expensive, this tax could push some users back to traditional cigarettes, which are much more affordable.

Why this tax?

The French government justifies this measure by the need to regulate the vaping market and harmonize taxation with other European countries. Indeed, several of our neighbors, such as Germany and Italy, already apply similar taxes on vaping products. Furthermore, this tax could generate between 150 and 200 million euros per year, a significant windfall for the State in a context of public deficit.

Conclusion: a measure to monitor closely

The new tax on e-liquids coming in 2025 is a decision that could profoundly change the vaping landscape in France. While it aims to strengthen control over a rapidly expanding market, it could also undermine efforts to reduce smoking by increasing financial barriers for vapers. The next steps will be crucial in determining the future of this measure and its real impact on consumers and vaping professionals.

At Hexovape, we will keep you informed of all developments regarding this legislation and will continue to offer you suitable solutions to enjoy your favorite e-liquids while respecting your budget.
